展出說明:
在淡水已經開發20年的「淡海新市鎮」,一期446公頃仍有85%的土地閒置率,已蓋樓房銷售率僅約6成,人口進駐率也只有10%,如此失敗的新市鎮計畫仍未解套,政府又於2012年啟動二期一區的635公頃土地開發案。
二期兩區土地共1168公頃,目前仍有四分之三是農林地,住民大多世居於此兩三百年,若遭開發,現有的人文、生態、歷史脈絡,將一併葬送在這個只為房地產利益的政商曖昧關係中。

同樣情況也發生在全台灣各地,在已經高達19.3%的空屋率之下,依然不斷開發土地發展城鎮。台灣的「現代化」從上一世紀發展至今,到底造就了什麼樣的生活面貌?


作品敘述:
位在淡水公司田溪流域內的「程氏古厝」是大庄地區的典型民宅,見證了那片土地的早期漢人開發史。在1990年代淡海新市鎮一期計畫案的動工下,大庄等446公頃土地上的所有建物全遭剷除,唯有少數幾間在當地文史工作者與鄉民的搶救下獲得倖免,「程氏古厝」即是一例,而且是僅存的早期閩式民宅,如今已登記為公有的歷史建築。

此次展覽分為三部分呈現:一在程氏古厝外以一幅大型看板裝置呈現新市鎮的荒謬景象,與古厝本身作為對比(但其實古厝四周被高樓與荒漠包圍,本身就已是一種荒謬);二在古厝內部以圖文展示有關淡海新市鎮的介紹,以及對新市鎮開發的意象解讀;三在古厝內放映一部短片,內容為淡海新市鎮計畫區內的居民訪談,主題為「我的一生都在這裡」。




New Towns as Postmodern Fields


The Danhai New Town plan was proposed in 1990s. The first phase of the plan has been conducted for more than 20 years, but the residents living in the area are only around 10% of the total expected residents. Moreover, the 85% of the area are idle, and the housing turnover rate here was around 60%. The failed first phase of the plan has not been resolved yet, but the government further initiated the second phase of the plan in 2012.

The total area of the second phase, divided into two subareas, is 1,168 hectares, two third of which are farms and forests. Here people have rich local culture and well-preserved ecosystem, and have been living here for around 200 to 300 years. If the land were developed, the culture and ecosystem here will be destroyed merely for the real estate interests resulting from the intimate relationship between the government and the conglomerates.

The same situation has also taken place all around Taiwan. The unreasonable development of lands and farms continues for empty new towns, even though the vacancy rate of houses is about 19.3% on average. What kind of lives does the modernization of Taiwan bring to us, since it was initiated in the last century, which still continues?


About this exhibition:

"Cheng's House" is a typical house in local Da-Zhuang style at Tamsui, which witnessed the early Hans’ development history of the lands. For the Danhai New Town developed in the 1990s, most of the buildings of 446 hectares in total here were removed, and only a few were preserved by the local historians and villagers. Cheng's House is one of the few lucky ones, which is a representative of the early Fujian-style structures and has been designated as public historic building.

The exhibition includes three parts. The first is the large billboard placed outside of Cheng’s House showing the absurdity of the barren new town in contrast to the House (Well, the House itself surrounded by the new high buildings and the artificial desert is absurd). The second is the photography exhibition in the House, illustrating the DanHai New Town Plan and presenting the interpretations of the observed phenomenon. The last one is a short film screened in the House named All My Life Is Here, which is an interview with a local living in the area planned for the new town.
